This picture could be improved pretty much with minor effort, Like smother lines, AA and some general cleaning up and tweaking of lines.

A good start, but it feels unfinished. The hair and eyes need more detail (you forgot pupils, for starters). Also, the nostrils (nostril?) aren't working. It looks like just one big nostril instead of two. Also the shading under the chin (the left side) seems wrong. You have lighter pixels below the chin in an area that would be darker. A good start, keep working!

You should try to cut down on dithering, it makes everything look less defined. You should still use in in your pieces, but only in certain places.
