I like it, but it seems to be over dithered. Maybe this is the style you were going for, but I think that it makes the sprite look old and grainy. Also, the his lower eyelid seems really angular.
I loves this! One suggestion would be to also move the bottom up slightly when he blinks. That might just be my eyes to do that though ;) Still, it looks great!
