It doesn't matter whether you used the spraytool or a tablet. The problem is that it is very scribbly and very little attention seems to be placed on a pixel level. It is much closer to oekaki than pixel art. Remember: "One pixel at a time".
Also, that animation was not done by hand. It looks like you have used an automatic "random" animation effect, which fades into a halftone pattern.
Thirdly, you can only submit your own work. If you only did the right hand side, then only submit the right hand side.
Therefore, I'm sending this back. I'd like to see you submit more stuff like what you already have in your gallery, where you've actually paid attention to each pixel's placement.
No spraytool, but my Wacom - which helped a lot at doing randomness somehow. Buuuut, but but but - the animation at start has been done with Photoshop, should I emphasize this at the details?
Did you use the spray tool in Paint? Because I believe that isn't allowed here. You'll have to place every pixel by hand, now that would be pixel art. :)
