Border line look so dark. Try using more real shadows.

Shadow lines are too much random and awry. Its not bad, but pixelart need more time

The dragon have scales. You have to do a texture in the body.

You've got the shading and highlights blocked out in good places to create a good back-lighting effect, but I can see you started dithering at the top and then stopped! Why not do the same dithering everywhere and give the shading a much smoother, more rounded feel?
