I was going to say something similar to stickman, except: 'the wind flows around her body as it strikes it, rather than acting as a constant force upon all parts' Colorcount: my eye says 32, GIMP says 41. so you have 9-11 redundant colors.
The hair and the clothes all move in the same direction with the same rhythm. You could offset the hair animation by maybe 2 frames, so that the hair doesn't start at the same position. This will make the cycle less "ping pong" looking and more organic.
Thank you, I made the blink cycle a lot longer a bit later on but my commissioner told me not to upload it. Can I ask what do you mean by not moving all at the same time? I'm pretty new to animation :(
Nice character! Just a few things when you decide to do a piece like this again....
It would help a lot if everything wasn't moving all at the same time and the blink cycles a litte to often. Cycling the animation 4 times and then having a blink would of broken it up a bit.

Hmm... I suppose it would look even nicer if:
1°:her hands moved a little bit
2° her hais have a bit that stays light during 2 frames, then shadow for one more, in that cycle... i think you could do a smoother animation.
3°her dress... the bottom part.. i think that not only the light, but the dress itself, should move...
