i think dont dither because you can dither because it works. ive had this mistake once before

You should focue on volumes some more. Things like the eyes and the horns make clear what this is upposed to be, but without them the form of a head is not clear. the shading you used seems more like bumpy mud then a head. Dont focus on shading the details before youve got the general shading right.
