Too low contrast on the character, foot is positioned weird and I can not see what it is holding. I preferred your other 'ingame' work, instead of this drawing. If you want people to focus on the character, the character really needs to stand out of the rest. For example you can do this by giving it more contrast than the background, or by using much brighter and notable colors. Also, I do not like the black eye. Character design or not, it would have been better visible if you had put it on the other side of his face, where it does not meet the background I think. (you could flip the image and than move the eye) At last, I think that the hair that gets darker on the end is weird.
The things I like most on this drawing are the clouds. They are original of shape and style. For the rest I prefer your other works.
aww yes it looks resized... What a nonsense... You use RPGMaker XP right? I was really into RPGMaker2k3 a couple of years ago, but I don't remember how this was there. /facepalm for the developers really. Anyway. You could program your own menu, where the bg is a custom image, not the system graphics. GUI is very important, you know e.g. I would not play a game with a menu like this may the game be any good. (too much empty space makes it really cheap. Imagine a sweet little menu popping up on one side of the screen over the game map, maybe even grayscaling the game to indicate its paused and to draw attention to the menu. Nah thats awsome. Custom menus can be really appealing. )
Sword: It's not a sword. It's a rock block impaled into an iron pipe (I called it "Rocker"). And it's behind a dune. Colors: It's its race characteristic, hybrid between a lizard and a human, more human than anything else.
