If you want to use pillow shading you need stronger design. See shadow of the beast which uses pillow shading. Using ref would be a good idea next time. The mini skull in the eyes is a good idea. Clouds in background should be bigger and overlap character more.

I have to say that this is not at all how a skull looks. You've got basically every facial feature wrong, perhaps next time you should use a reference instead of trying to guess what goes where?
