I was counting it from the feed photoshop gave me when I compiled it into a gif.

I think it counted too many, because I saw a bunch of colors in the palette that I didn't use.

Needs far more contrast, 28 colours is rather exorbatant too (More contrast means you'll need less colours)

Actually, IrfanView counts only 26 colours too.
