I use PhotoShopCS2's gif animation feature, but I know there are other ways to do it. About.com has a lot of articles, and I found this one for you that might be helpful

@T.I.N.C. i didn't know that i could change but i will. and i did spend a fair bit of time on it, im just not that good.

I really want this one to be animated, it has so much potential for that little fairy to float around or something... you still have time!

i fear that that palette is far from being the best. you wasted 9 magentas but you can barely see 4 or 5 on the piece.

not to mention those blues you used are basically 2 pixels for a tear.
