I can understand, i will rework the same image with dithering and will upload it again....... I need the same kind of valuable comments........... will take some time to rework and upload it again......... thanks for all the inputs........ May be in some days i can start of doing animations in pixelas if i am awarded with the same kind of comments........... Thanks thanks a lot guys.............. 
If you don't have a prove maybe you can use this pic as one editing it and making int better. Sure you can show us a better background and a a nice dithering in his face.
I agree. This doesn't seem too legitamate, pixel art-wise.
Shivudhamu, I guess we'll give you 24 hours to give us reference photo, or some better proof, to prove that this is NOT a color reduction, as that's not allowed here.

As i am new to pixel art i may have some drawback of creating it please do suggest me how it can be better............... :-) (how i can make it better?) 
Oh yeah. This pic without WIPs is hard to believe was totally handmade.
Could you post some explanation about your decisions to use jaggy inner lines and some loose pixels as proof that this is not a poor computer generated color reduction? And could you also give us a link to your referrence?
I am not sure about it, but this thing surely has some reduxy things on it... :(
