Mm, I would have guessed that highlights would have recycled some colours. But whatever, it looks good, so :P
Yes, it is as Dr D says. The AA and the reflex highlights add that extra set of colors.
AA'ing, I'd say. The few small things that need to use a completely different ramp, and the subtle lighting effects are properly major causes.
The style's amusing, but how'd you manage 27 colours? :/
