The combination of marquee and magic wand tools should more than suffice. Remember to turn thy AA off.

Manupix, I had a lot of trouble with color profiles in Photoshop (this is my first time pixeling in the program) and that might contribute to excessive colors. There also might be some stray pixels from the lasso tool because it anti-aliases around the selections....I'll see if I can't get the color count down.

There's probably some very close colors, seems to be 29 but I didn't see any change down to 18. Could be done in 16, maybe?
