Looks very much better now! I think it should be let in in the gallery now.
hey! ^^ there are some issuses still, mostly with anatomy i guess.... in frontal view the ears should be on one level with the eyes, put them down a bit, also i think the nose is a bit to long and mouth could be about 3 or 4 pixels higher, the eyes should be more apart... the dithering is ok for me, i like this overdithered look, but shading is rly too soft in some parts ( cheeks, eyeholes), also i dont think u rly need that outline around the mouth, and i rly wold suggest adding neck and shoulders to round this piece out a little

OK, that's better, but you can do a lot more.
I did a quick ugly edit in photoshop. It's bad, don't take it like that, it's just to show some points!
1: contrast a lot! Your colors are much too close (and maybe too many), and also much too blended because of your massive dithering.
2: keep the darkest red just for a 1 px outline. You might also use it for the eyes and eyebrows: black is not good, brown may not be necessary.
3: white, idem.
4: dithering: take it away, all or most! It should really only be used very carefully, only when merging colors is necessary.
5: your ears look good now; the eyes should be lower, in the middle of the face. Is the mouth open or closed? If open, show some teeth! The lips I drew are ugly, but you need some. I'm bad at anatomy, sorry. In fact, this eye-and-mouth-wink is difficult to draw, maybe you should stick to a plain face for now.

Now, don't make it symmetric, have some light from the side, check those ears.
Also: far too much dithering! and a lot of banding on the outline.
