you've failed to get your point across up to this point, and judging from the fact that you're coming across as someone who himself has a 'holier than thou' ego, you're not ever going to get it across.
On top of that, why you're so obsessed with convincing Elk to take criticism on a site that isn't intended for criticism is beyond me.
Then why do you criticize other people's works on a daily basis? Hmm?

I agree with you.
Also, an artist can be annoying and everything you want, but I think we are here to judje the work, not the artist behaviour (talking about the gallery section), and if someone rejects your criticism, just say "okay" and go on. You can't change his will, as it's part of his works. I'm not saying you can't give advices and criticism (they are always welcome here, since we are a community), PJ just like Pixelation is famous for useful comments... just don't go any further if an artist says no. :)

The problem with the "holier than thou" ego is that it feels very annoying, and it's hard to appreciate someone's work when they come off as an abrassive fruit cake.

angel of the great man, listen. EVERY artist is going to make a piece with flaws, it's inevitable. nothing can truly be perfect, someone is always going to find fault in someone else's judgement. but in this situation, the artist (elk :3) wishes to move on and leave this piece behind so he can move on to bigger, better things. instead of spending the time to change a few little nitpicks you have on this portrait for a challenge that ends today, he'd rather work on something that can give him more practice and better knowledge of anatomy, volume, shape, form, etc. i'm sure he appreciates the critique, and you know that, but calling him a failure of an artist that will never improve is a little much- especially just because he wants to move on to other things that are more important that this. Elk's taken critique before- he can accept it, so don't call him out on that. Realize that he probably, like all of us, has more important things to do in his life and let him move on. Thanks.
i think you're wrong in some sertain point, pixel is art, and the artist is the only that have the power to say if it is done or not, because maybe he really wanted to finish it like that, maybe he has the hability to make it better, but he intended to make it in this way.

So I've only been pixeling for a year. Big whoop. It doesn't take a seasoned artist to take to crits.
The piece is certainly lacking in a lot of areas, almost all of which other people have noted in their comments. But you just shrug it off saying "Oh, well, I'm done with this."
You know what that is? An excuse. A lame excuse.
Even newbies learn to stop making excuses at some point.

A piece is done when the artist says so.
Elk doesn't have to change it. Critique doesn't always lead to better pieces. Too many chefs spoil the soup and all that. eg. eating noodles puffs up cheeks, which runs counter to getting a likeness. Fire like shading on cheeks is visually interesting, but runs counter to getting a likeness. So if Elk incorporates my recommendations, he would drop the noodle eating and abstractness. But then it may lose its original intention, cohesiveness. Plus changing pieces to suit other people's sensibilities is very boring ...
That said, for realistic stuff (I guess this is semi-abstract), you got to use refs.

Sharprm's edit looks much better and you should try to touch up your picture to match some of the elements he pointed out.
I thought it looked like him before I looked at a ref. I think you're method might not be so successful for other dictators though (ie. asian, communist clothes, big glasses and hair really help).
i know theres many variations of deformations for caricatures e.g the hair but it is intended to keep it somewhat clean as i respect him to a certain extent! (= i dont want to be executed when he finds this ;P) and of course, using colors to signify glass and other stuff surely is possible but i limit myself in things that are acceptable, so i dont want to do a hyperphotorealistic noodle or some sorts ;) also, i never use references when i do pixelart, so dont mind me if he doesnt look like him, i think he does resemble him :D
Nice pixelling but it doesn't look like him. Check out "Tom's mad blog" for lessons on caricatures. Think about using colors to signify glass, noodles, lips being different material. Chopsticks are held too low imo. Are his glasses crakced? Here is a rough edit:

haha i thought about a background with red sky and clouds, really moody and with lots of blood or even a guillotine, but then again, it would take the whole attraction to the bg so I thought a decent gray would fit best, for now
i love the job on ear and glasses ... also nice aa, but im not sure abou the bg, lokks kinda unfinished, something red and communistic would be nice,... also very clishe -_- ..... ^^
His eyebrows don't seem to match his expression, imo. But he probably has that kinda weird facie thing (and it's a caricature ofc).
Anyway, I really love it, nice and stylish.
shaded the forehead on purpose :) if i wanted it smoother then i would have taken more colors but its fine ^^
Lovely skin mottling effect. I think that the way you've shaded the forehead is quite different from the rest, having a similar problem on mine too D:
His left eye's too small and slanted IMO, the rest of the cheek doesn't match it.
