Thanks everyone, like I said, this is a old one, but I will take a better look at the tutorials, and made an better version of her.

There are weird proportions in this body. Blue haired girl has very very slim and vertically extended waist .
Right hand is bigger and this is not by take.
@orenshtiv: Look for her face and left arm - she's surprised that second wing not exist ;)
I definitly don't like the dither (except on the boots), also her right hand is bigger and in weird pose ;) You could add some other colours to the red-black wing.
She has a weird facial expression, like something just poked her butt.
It's a nice image, but there isn't much pixeling going on. My advice is to work with smaller pieces, if you like pixeling, or do things in another art form. Things this big don't get much attention to each pixel and it's makes it kinda pointless.
As far as the pixeling goes, I'd say don't dither at all, because my stance is "don't use dithering just to create new colors" as you do in places such as on the outfit, but that's just an opinion.
Most people wouldn't suggest to use more colors because part of pixel art is using limited colors, but I think you should, especially on such a big piece. Rather than dithering, you could just have another shade of gray.
I don't get why you used black for outlines on the face, you should use the dark brown like the rest of the body outlines.
As r1k said, you should look into some pixel art tutorials on AA. It's a good skill if you use it correctly. And try to do a piece with no dithering. Please!
as far as the pixeling goes, this could really be helped by some AA.
too big, and not very attractive as pixel art, major anatomy issues, and the faces expression is somewhat strange
The only thing that REALLY bugs me about this piece is the dithering. It's not used properly with the color choices you have, so it looks really odd. Decent job otherwise (:
