Just happened to look at this. There might be possibilities for improvement this way, somehow he managed his shading to give fluidity to those thick outlines.
Also, dithering has nothing to do in this style you're aiming for; and why not give her a real Japanese makeup?

I like it, but as tioluko suggested, I think some AA would help.

Maybe the hair could improve, the 2 lower strands look weird and are probably unnecessary, and reflections are too patchy.
I'm not sure about shading, maybe it could use another dark tone as in your former pieces, and it's not realistic to have it mirrored.
