thats another thing, it dosnt look like cacnea at all or that it would look like it evolved from cacnea. looks more like a stand alone pokemon.

It never says that Cacturne is evil, it only says that they hunt at night to conserve water as well as the fact that its easier to prey on stuff thats all tuffed out from spending a day in the dessert. also it is supposed to be based on a scarecrow and is a dark pokemon. perhaps that's why you thought it was evil?
maybe instead of saying he fights against evil or for justice, you can say that he guides lost travellers through the dessert and protects them from harm?
you might want to give a reason for this special evolution as well.
