I like the animation, but some of the shading moves in a weird way.

Yeah you're right the monocle string-chain-thing and shoulders (and probably hat) should definitely move, at least a little.

As for the eye patch, it's actually just painted onto the metal of his face

 I think it is a monocle. But the string-chain-thing should move. With him moving his jaw (upon which the string would be resting) and the obvious amount of wind...
Also the hat and shoulder-y areas seem like they should move somehow too.
Why is the eye, covered in an eye-patch, still visible? 

The hair shading and the animation are vary nice though.

I think it's a monocle, hence the "gentleman".

The mouth is fine, but I dont understand the line from his right eye and his hair moves in a weird way.
