Even though I'm fairly accustomed to the teeny adorable Noh eyebrows (and draw them frequently myself), I actually did the same double-take. Maybe if you used one of the other colours in the hair/hat for the eyebrows? It's harder to distinguish on this tiny scale, I think, than it is in a larger-scale drawing.
Aside from the frame issues that Manupix pointed out (I noticed that it seemed to slow down but could not have told you why D: ), it's very cute. Nice dimension on the head--the 3Dness is very convincing :D
haha, yeah they're eyebrows. Maybe I'll go back and make them more distinguishable.
Nice and simple - I didn't notice the 4 eyes!
There are a few anim mistakes:
there is one too many frame in the first 1/4 rotation compared to the other quarters; the rotation appears slowed when the head faces us because angles are too close compared to other frames (perspective issue); the outline of the back of the head should rotate more progressively.
You got some wobbles, specifically when the head turns from NE to N and when it turns from S to SE.
Quite nice for a first, but the eyes are VERY confusing. Does she have 4 eyes or are the top ones little eyebrows?
In either case it could be clearer.
