 I doubt that I can improve what you've done, I'm rather new to pixel art. But I'll see what I can do tomorrow.

I wanted to, but was afraid that I was going to screw up.  If you could, what would you smooth out specifically? And do you think that you could have met the color limit?

 The water and clouds seem a bit flat. But other than that, pretty good; and great idea.

I love it. Could use some AA to smooth it out, but I love it.
