Well, three colors per 8x8px are doable on usual ZX Spectrum too, but with 25 Hz flicker, which isn't looking good enough to be used in games (though it was, very rarely).
@TheRobinHood: ZX Spectrum was a popular British home computer from the early 80s that has retained a loyal fan following well into the late 90s. It had a palette of 15 colors the use of which was restricted by two rules. The first rule was that only two colors could be mixed in an 8x8 space of the screen. The other rule was that the colors were divided into two sets of 8 colors - bright on and bright off (black was the same in both sets), and only the colors of the same set could be mixed in the above-mentioned 8x8 space.
