In Photoshop sometimes this can happen. This happens when you change the anymation frames. Turning off any frame after frame 1 will cause frame 1 to show like you have here. It may be a bug. Anyhoo...

Open file and 'delete' the animation and start again making a new one, to be safe. Hurry :)
