Q1: now has three colors instead of the allowed two.

Q3: now had eight colors instead of the allowed five.

Maybe next time I could plan ahead more and move the portrait a bit more to the right. The tip of the hat would be lost, but would allow for more color room in the color critical face area.

Perhaps I should give up on dithering, in retrospect seems to do more harm than good.

Nice job making it seamless! It's hard to tell you had restrictions. The dithering on the skin isn't really working, Perhaps remove that and adjust colors so they are slightly closer together. Your 3rd-to-last iteration on the forum post looks pretty good. Also, his left eye seems a bit small or out of perspective. Here's a quick edit to illustrate my suggestions, hope you don't mind. Nice piece though, the hat is spot-on.
