I love this style, I like how you added all the extra space on the top, it's sublime in a way
The clouds are kinda blobby, and the sprites could use a little refining, but I really like the composition and atmosphere of this piece! I think the huge amount of blue adds a nice sense of scale.
If you're having trouble with clouds, I recommend studying some references. Photos are best, but also look at other pixel art. Off the top of my head, Owlboy has some great clouds.
I think the blue space is there to give atmosphere (pun not intended).

The dead space doesn't so much bother me, it adds a nice "depth" to the piece, though I think you should maybe add 2 or 3 small birds up near the top to give it a touch more character. =D

I disagree with slym, I really like the colors and how you've used the same colors for the ground and the people, yet it works. The clouds are very stylized but I think they look good. This is art, it doesn't have to look exactly like reality! I've noticed an odd spot in the piece that drew my attention. There is a line where it seems like the rock doesn't line up (Here's where I mean). Other than that, looks great!

Dont worry about the clouds, its your style. It just bothered me on the other one because the water was too sharp in contrast, but the clouds fit perfectly on this one. Wonderful concept.
