Thanks for the excellent feedback manupix. i'v been using PS for a very long time. Never used any other software except painter. Can you help me a little more on colour issue. when you say limited colours like 8 colour or 16 colour do they include all value, saturation and hues? Can you guide me to some tutorial or some article that will help me understand this part?

As far as I understand, Photoshop now incorporates ImageReady's features, since CS3. Look for them in the PS help (Not sure 'cause I'm using CS2, but there might be an Animation palette in the Window menu).
PS is allright if you have it, as long as you don't buy it specifically for pixels which would be crazy.
Beware of dithering! It's a common beginner mistake to use it where it's not needed, while there are more relevant techniques to learn. Dithering usually adds unwanted noise and textures instead of the smooth gradients you were hoping for, and it's the case in this piece. Might be OK in cloth with more work, not on skin.
You might try instead to refine the shading and hint for muscles and / or fat under that skin.
You might also reconsider your approach to color. Looks like 16, but there are 57! You have separate little color ramps (yellow, orange, brown, grey, etc) within which you only change value and saturation, you should shift hues too, and reuse your colors throughout the piece. Also avoid pure greys unless there's a reason to use them.
I'd suggest to try to make a 16 color version, or maybe even 8 color. You might not keep it, but you will learn valuable stuff trying!

Hi shiru, since you have sent it in for a redo can you also help me out by pointing the reason for it. the system gives me a reason that says that it must be a pixel art and i can say it is because i had put alot of time in it for that.

Sorry for the preview image. it is bigger then 100x100 and i didnt knew what to do. So if a show only a part of it in small size is it alright?
PS is not popular among pixel artists, it costs way too much and not designed to make pixel graphics (could be used if you already bought one, of course). There are many free or cheap graphics editors designed for pixel art and animation, like Graphics Gale or Pro Motion.
Scaled previews are not allowed here.

I'd suggest to practice palette challenges whenever there's one, it's an excellent way to force you to take color decisions you'd never come up with. Look for them on PJ, and here too.
Not that I wouldn't talk more with you, but I don't have much time these days (first C&C spree for weeks!), and you should get other opinions too. The PJ WIP forum is the place to go I think.
