It still has to have been uploaded to the site though, which is inconvenient. Why not allow off-site URL's?

Please submit ONLY your own work; no rips or edits.

You do not have to upload art to be your avatar, you can also use artwork that is already on the site as your avatar. Please make sure to read over the FAQ.
