Don't know that this piece needs such obvious outlines.

I like the use of a more natural grey for water rather than some generic blue that most people would opt for, however there's some proportion issues with the girl; the head and esp. the right-side arm are too big in relation to the body.

 My suggestion is more contrast on the red, and more work on the clouds, but other than that, it's great!
