Agree with comments. It's flat probably because of your ref picture, which was obviously flash photography: flattest light.
It's also what makes it nice, and you might make better use of that.
I'd recommend to make it 50% smaller, to make the pixel-level work easier and more interesting. Go for nice pixel lines and clusters even if they don't perfectly fit the ref.
Colors are way too many; avoid pure saturated and pure greys.
Edit here, 50%, 11 colors. The eyes don't look so great but I'd need the ref to go on! ;)
Yup i was talking about a reference picture, it's always interesting to check a reference out.
Definitely needs some volume, but I think you have something! It's got some charm, and the mouth is done well.

You were sort of flat when you were six. Try to work on your shading !
32 colors ? Seems a bit high for what you show right now, you have a lot of useless colors, you should clean up your palette :)

But what's that string of pixels on your left side jaw and chin? Anti-anti-aliasing? ;)
Right-side jaw line is a bit jaggy too.
Are there actual neutral greys in the photo? I don't think so...
