Thanks for your feedback guys!
Giuseppe, I understand. The noise has a high contrast, with each pixel being a noise element.

the idea is really sweet, but I don't like the noise...I'm not talking about allowed or not allowed techniques; I just don't like the way that noise blend with the rest of the image: it's too detailed compared to the softness of the shapes of the rest of the image...
Anyway, as I said the concept is great and I really like the realization of the cartoon part of the piece...
if this doesnt get accepted.... im outta here .... .... threatening huh?!
Thanks for your comments guys!
I've indeed submitted the original pixel files, no more JPG compression.
The noise is created using a pixel painting tool that randomized between a set of greyscales. Why would you place each noise-pixel one by one if you can do it faster and more efficient using a pixel painting tool?

I like this, and I think it should be accepted even if part NPA, considering it's 15-some years old stuff (and still mostly pixels). It's nice, it's interesting to have older gaming/pixel art in the gallery, and that's how things were done back then.
Preview seems ok to me, probably redone.
The noise on the screen doesn't seem to be pixel art. Am I wrong ? Also, the preview suffers from jpg compression.
Did you save this as a JPEG at some time? There's a bunch of pixel noise, especially in the preview.
You could try something more cartoonishly symbolic, like one of these: http://img101.imageshack.us/img101/1883/trjgt.png
Still gives the impression of a broken TV without the clash.
But the more I look at it, the more I like the clash. A juxtaposition between smooth/calm and jagged/hectic. It's neat.
