Why didn't you continued with the blue light on the left? It could have been a nice touch.
I really agree with Manxana on dithering, it can make a better effect on larger picture, although I see dithering as the artists choice. It depends on the style that they want in the piece. It's really up to the artist in my opinion. Anyway, I think this is just crazy amazing ;D.
It's an interesting effect, even if it's a bit confusing as to what is even happening.. is he about to touch the camera lens with his finger?
And in effect to exploring more colors and not dithering, you strayed from one of the primary points of even doing something in the pixel art medium while restricting yourself to the downfalls of the medium. You went with more colors so that you could avoid dithering, yet there is so much banding going on here that it looks like you should have used more colors to avoid how much the banding detracts from the picture. It's a matter of coming to a balance of colors and readability with control.
However a bit off from pixel rules, this is nice art. But the below people are quite right. Less colors sometimes make it even more effective (not dithering, right away less colors) especially for commodore amiga people like me. E.g. take the coat. Drop it to 2 colors + 1 for AA. It probably wouldn't be bad at all. Same for the hair.
Anyways as it is your piece is lovely with one word. I loved the blur effect

well-done dithering can be eye-candy too, all you have to remember about is to keep it low contrast. i kind of like the face, yet the whole rendering leaves a lot to be wished for, i guess you focused too much on imitating that photo-realistic effect rather than applying pixel-level techniques. it's a nice work, but it could be way better. cheers!
You are right, but recently I've been exploring more, not with color limitation, like in this case it could of work perfect with 1/4 of the colors used, but I wanted to imitate more the digital photography effect with less colors than a regualr photograph but still keeping a layer style.
I shall take in mind for my next work maybe reducing the color count at least 70% compared to my recent works, I don't really digg dither, but I think it gives a better effect on larger pictures like yours.

This one would be so much better with better dithering (instead of so-so gradients) and AA.
edit: 98 colors. This picture is very doable with only 32 colors.
