I'd like to represent spatial deviding character to background, so background and ground colour doesn't use Character's colours.
And so I consider colour count all pieces, character, background,ground and representing Viewtiful Joe's atmosphere, for example this outlines,dark shades.

This is very nice. Love the blocky shading you have in places.
Manupix: Does not look dark here at all, and i have a pretty decently calibrated screen, perhaps yours is the issue?
On colours: I don't think that 45 is a lot for this really. VJ has a very poppy style and if he wants to capture than then tinting and minmaxing colours wont do.
I made a little edit.
The 27 colour one is alright, and has not a lot of colour info loss. But this comes down to taste. ATM has used quite straight ramps and it works here.
The 19 colour one is pretty harshly brute forced in areas, no detail info loss, but a lot of colour info. It would work if we were on some restricted machine but we are not so whatever really.
If ATM thinks he needs these colours and does not want to submit himself to restrictions so be it. It still is finely pixelled imo. And with this said. Faved.

A bit noisy in places maybe; do the ground tiles really need outlines?
A bit dark too, a calibration issue maybe?
'A shame' is perhaps a bit harsh, but he could use those 45 colours more effective.

In response to Slemsvamp: I'm not sure if the colour count is a problem, there are a lot of different colours to the piece but I can't see any that aren't adding something useful.

Quite rough style, in a good way ! The 45 colour count is a bit of a shame though.
