This is Joe Icyhat, he's a man who lives in Greenland and he likes two things: Sparky things(no vampires kthx) and kids(he's not a pedophile, he just loves kids) and so he owns the only kindergarten of his town. His hat isn't made of ice for real, but the kids call him like this.
He is blind 'cause he lost his eyes in a fight with a bear so he has two glass balls instead. He takes care of the kids with the help of a younger assistant, whom I'll never pixel XD
