 Well, if you take a look at this piece : http://www.pixeljoint.com/pixelart/56210.htm you can see that he/she actually made the small picture instead of just resizing the big one. You see what i mean? 

Another thing you can do is just take a part of the big picture and set it as the small image, kind of like what this person did : http://www.pixeljoint.com/pixelart/56247.htm

Pretty nice, but please make a separate image for the small image section; don't use a tool-resized version of the detail image.
