Given that this is the third time you've submitted this exact thing now, I don't feel that you've grasped what this site is about. Pixel art is not anything and everything created at a low resolution. Pieces here should have direct attention paid to each single pixel (the colour and the placement). This looks like it has many extraneous colours - some colours only have a handful of instances and are barely even noticable. Also, there seems to be an extremely haphazard approach to placing pixels (at best). My comment from last time: "Definitely seems like there's some sort of noise filter/semi-transparency+colour reduction going on".
