@Foxtrot Wolfwhistle: No, I had actually considered it done, but I can definitely see how it would come across as a WIP with the palette the way its displayed and the lack of highlights on the vines (although I intended for the flatness of their shading to kinda "pop" them out against the rest of Bulbasaur's body).
Taking a look at it as a whole though, I can see where I need to go back and make some tweaks.
@cure: Aww man, boring? D: I had kinda liked the ramp, but I'll admit that it was sort of a safety blanket for me in terms of how I could comprehend shading this. I'll try find examples of hue shifting so I can take a stab at it myself (any recomendations or examples would be cool too if you ever have time).
Like I said before, I kinda liked how the vines popped out in contrast to the rest of the body due to their flatness, but perhaps I could get the same effect with a few highlights on the tips? I think you've got me on the spots, they kinda come off as stickers on his skin to me now. :/ Dunno what I was thinking about with the pallete to tell you the truth, I guess I figured it was something that I needed to display but didn't pay any mind to how it should actually be layed out.
Thanks for the critique and the link on banding too, it'll definitely help me out in the future.
@Hrunting: I thought it made it look kinda rough on the shaded areas as well so I think I know how to go back and smooth it out now. I appreciate the kudos on the highlight dither, I felt that I did a pretty decent job on it. :D
I'm glad someone else can appreciate the dullness or flatness I decided to use for the vines and how they contrast to his body. I can also see how a highlight or two could help 'em pop a bit more though. Thank you for the link, very helpful and awesome examples!
@meagz: Thanks! I'm glad you think so! :D I definitely plan on (and hope to be) doing more in the future, I'll probably just be a little slow with submitting and what not as I try balance finding time for this and work.
I can see the weaknesses in the face and body now that I can tell where I've got banding and unnecessary texture or roughness. I'll take everyones advice on the pallete too lol. I figured I used a few too many colors, so I'll get rid of the 3rd red and use a darker 3rd grey or perhaps see if I can do without the 4th green at all.

the shading on the vines and the flower look fine to me, its the body - mainly the face - that could be a little more refined. as everyone else said, get rid of the colour palette in the corner.
I disagree with cure on the 'boringness' of the colour ramps, but you can cut down on a few colours...
the 3rd grey in the top row of your palette looks identical to the 4th green in the second row, and the 2nd or 3rd red could be scrapped.
I think dithering is for really low contrast areas in a small amount - take that highlight you have, for example. That's a good dither. I like it less on the shadows because it shows roughness - and Bulbasaur doesn't have rough skin. I like the simplicity of the vines a lot, it really expresses the dullness of their color and how they don't have a gloss to them like the rest of Bulbasaur.

the color ramps are pretty boring, i'd try some hue shifting. i don't think the spots need outlines. vines could use highlights. you've got banding in the face. overdithered, as you're well aware. other than those things it's a good lookin' pixel.
also the palette in the corner makes it look like a wip and makes for poor presentation, imo
@Hummingbird: The colour palette. Spriters use it to make sure they aren't near-duplicating colours or making too many.
It looks unfinished...Is this still a WIP?
