Well I appologise, but in this case it was unwarranted as anyone can see how shit it would look if the background was removed. I think the BG thing is fair in cases of pure white (in most cases) or stuff like magenta and full blue or something. But the "remove" notion as standard is a bit silly I think, "change bg colour or make transparent" would be more sensible.
The rule mostly exists to keep people from lazily leaving in a background color their art program happens to leave (horrible white MSPaint backgrounds being the most obvious examples). As jalonso says, we always defer to the artist's sensibilities--if they say the background is intentional in the description or in a reply to a request such as jalonso's, or if it appears to be an aesthetic choice, we won't touch it. Your implication that we ruthlessly force artists to wipe their backgrounds is unfair and a bit surprising.
It is a PJ decision that all art should, when applicable, have a trans BG.
Seriously, that's the way it is. It may be bullshit and patronizing to you but PJ has many members that are new to pixelart and many who don't even know how to make trans BGs. Yes! some people are not able to discern when stuff looks good. Admittedly, I am guilty of often just saying "Make BG transparent" as if I fully explained every single time I would spend half my online time writing the same thing over and over... probablyleading to crits that staff comments are not personalized and that form replies are bullshit and patronizing...seriously dude...
When an artist explains otherwise, or a BG makes logical sense then an exception is made.
In this case you are correct about the outline color and the BG is acceptable.

I do agree that a garing white background is usualy a waste, but in this case, even the name 'Skipping Through Dungeons' does imply that the gray is a dungeon grey wich works just fine in that simplified sense.
Seriously, why should he? If he makes the bg transparent the outlines will most likely vanish into the dark grey.
The whole "make BG transparent" bullshit I find very patronising in 99% of the cases. It's not like people are incapable of deciding what their stuff looks good on for optimum display.
The preview was what I first made, then I took the template I had for it and animated it :P
