More dithering would be nice, as I see you've done that with some spots. The thunder might need some more colors to make it fade into the background if that is what you were going for.

Also, the tail somewhat looks a bit unfinished. Add a little more detail to  the last tail piece to make it look like it's transitioning to a darker spot, instead of just one plain color, like dithering it, or at least add another shade, like recycling the black.

You also might want to add some AA on the shadow at the bottom, or more dithering. Whichever your style is.

Again, epic; Love this game to bits (maybe even more than Mother 2) Tragic enemy in my opinion. Poor Hinawa, poor Drago.

I really like the background. Has a few spots to fix. I also see what your doing with the character. It needs a little work, but I bet it would be great if you kept on working on it. It's got a great style. Also, a little AA would be nice to go with it as well.
