I don't know anything about FC restrictions - but what I do know is that this looks great!
Schog is right about the 2 tile (16x16) rule, but I don't care because this is tits.
Thanks for the tip about the link. You're probably right about the 16x16 thing I'll see if I can fix that without messing too much up, otherwise I'll use the chip defense again.
Oh, and you said to point out if we could find where it breaks FC restrictions:
I'm almost sure there can only be one palette per 16*16 area on the background layer, you seem to do this except with 8*8, which results in several spots with too many colours.
I presume it's the Famicom which is the japanese NES.
Anyways yeah this is really nice work.

There's a little banding top center. The sprites might have more mingled colors, but that's probably part of the restrictions.

Nice work, I like this.
There are a lot of errors when it comes to the colourmap restrictions 1 paletter per 2x2 tiles and all that. Also you have some tiles which only have 1 or 2 pixels of info apart from black, which is pretty sacriligious on systems with limited tile resources.
Other than that it is pretty awesome and has a nice vibe. :)
