You could make that in less than 12 colors, i believe.
On a side note, I was staring at that thing like an idiot expecting Sonic to come out of nowhere.
the sky probably doesn't need to be dithered like that...there are much simpler ways to make a sky in fewer colors if you snoop around
Yes, a lot of those colors are practically the same values and could be removed. The dark outline on the forground seems out of place, outlines work good for sprites but not so much for scenes. Also, you seem to have a single stray pixel in the center of your forground.
