Perfectly acceptible. Nothing wrong with tracing or lineart.
@Metaru, Tracing is not a reason for rejection and has never been. Some people are more colorists than creators of original art. This is for tracing NPAs only. Tracing other pixelart or reductions are altogether different. Those are never allowed and totally uncool.
Tracing in general is not always desired and generally gets a poor reception as I already mentioned but is accepted when the coloring and pixel work is gallery worthy. As with all pieces, everything is on a case by case basis. Not all traces get in.
We let this piece sit in the public queue for voting for a long time and I have taken the yes/no and who voted how into account and made a decision based on that. Everyone's vote counts, not just yours.
I don't think RiquePixel was trying to deceive or fool anyone and when asked by you, he immediately posted a reference pic.

it was made tracing the original artwork of dragonite, wasnt it? in such cases you do have to state this and present inthe description the particular image you used as a reference so people might have a chance to see how much of this is just a carbon copy and how much is you own merit/work.
failing to do so leads to believe you are trying to pass this as your own, completely custom work. even when the image is clearly not.
