English name for it would be something between "Chav" or "Scallie" maybe (looking at the wikipedia definitions)... It is what it looks like - an empty headed guy in a sports wear. He might look friendly but be careful, he's a wolf in sheep's clothing ;) It's a very common specie here in Poland. Just like a plague...

Technical notes - 25 colors (one transparent), had no idea how to do his face, so the baloon head had to fit the overall idea and i think it's not that bad - it's cartoonish that way ;) Blue dithered corners were not necessary, but i couldn't keep myself from doing them ;)
