Very cute duck! I think lo-res pixel ducks is a subject that cannot loose.
I don't think it's supposed to be looked at in 1x or 2x. 16x16 is normal size of sprite of mid-80's games, and they are now played in 3x and 4x.
On the other subject, I agree that colour count is a bit high, at least couple could be substituted by other used colors without any noticeable change to the picture.
Nice shading I guess. Try making something bigger, as in maybe 20x30 or something.
Its normal to recommend that people new to pixelling start small but this is riduculous.

Nice job. My only suggestion is that for something so small it probably has a few more colors than really needed. At that size most of the small changes in color, if they're only going to be used on a couple of pixels, are just too small and too little of a difference for people to see those differences unless zoomed in. Otherwise it's a very good duckling.
