I really like the design, but I do feel that the background is too busy, the lack of space (especially around the cherry) makes it feel cramped) and the texture in the ice cream cone looks more like a tartan pattern than wafers. I also don't understand why his 'mouth' is a bright blue.

Finally, you have 370 colours. If you had 10 times less colours, I'm pretty sure this would look 10 times better.
