 I would use brighter the brightest color and I would try to use more of the darkers too - they are much like outline than shadows. I thing that his left hand and leg could be nearly whole dark and that the head could be colored as ball. 

But it is just suggestion. 

Any tips on how to make it pop?

But yes, It's hard for me to portray fine details in small sprites... But i had no idea what i was going for on the claw part, so i made an edit...

i like this tiny little sprite.....but i don't see any claws in it :(

for me, he has normal hands ans a sharktail on his head......sharkboy maybe a better title :/

still the sprite is great!
