Uhmm, you've heard this before but I would suggest cleaning this piece up a bit, you've got so many colors while you only need 9 of them.
There's about 16 useful/intended colors...the rest is due to hidden artefacts (esp. in the black), probably from an older Jpeg-save as mentioned. If you increase the contrast, play with specularites and reduce the dithering you can create a smooth look even with few colors.
Effective dithering, great work. Although 22 colors (Which is what there are, not 16) is a tad overboard, try maybe 9? This may have been saved as a jpeg at some point in time, try to avoid saving files in jpeg as it makes them all blurry 
I didn't see the details mentioned below at first, when adding, but indeed you have a file output or technical issue with this file that added 'artifacts' and invalidates this as pixelart.
Not that its not pixelart its a file output error on you end, most likely.
When you correct hit the 'edit it' link under the art and upload the clean pixelart version and then hit re-submit at the bottom of the page.
fyi, taking a jpeg file and 'reducing' is a very bad thing to do to pixelart and invalidates it as ever being pixelart again. If needed, since is small, repixel it clean. Everyone has lost a pixel this way so don't get all bummed out, k.
