I agree with Frost Butt, I made an edit, try going a little in this direction.

the lines art really needs work.  You have crazy broken lines everywhere.  The top right of the head, the hair, the burgundy on the suit.  The left ear, which is strangely different than the right. 

The banding has not been fixed at all.  Banding is when you form columns of pixels that line up.  See this chin, above the glasses, the ears, especially the left.

 19 colors, not 16.
