I still have that city slum palette project hanging around; I might work on it if I finish my entry for this week early. That does sound pretty fun. ^_^ My lack of art related color theory knowledge makes building my own palette very trying. I think I agree with your closing argument. Thank you for taking the time to help me!
I'd suggest to try practicing with the worst palettes around. It's a lot of fun too! Try the unportraitable / unpalettable challenges, other older palette challenges, and the Pixelation challenges too, including this one.
Small, random palettes force you to be bold and creative in the use of color without worrying too much, since there is no 'perfection' or 'realism' to be attained. At least it worked for me.
I may. I currently work with a mix of palettes, some from challenges, one from a particular piece I like, and one by an artist I like that's really big. It's making good use of the colors that makes me worry so much I put off working on a piece. At the very least I'll look at them. ^_^

Until I get better I'll probably not be super careful with color counts.
What if it's the other way around? This piece would probably improve from a well chosen 20 color palette. Try some from the palette comp?
