i like this style, large simplistic shapes that still serve a purpose, and smaller areas focused on detail. It works well.
Nice simplicity in this.
The palette could be smaller and more controlled. Among these 18 colors (+ transp) some are almost indistinguishable, and / or used in very few pixels. There are also rather distinct ramps for the greens, the purples, the skin tones. Even though you did shift hues in these ramps, I think they don't interact well enough (more about this here).
Also, dithering is probably not necessary, even though you kept it mostly in check. Well thought, nice pixel clusters are better at defining volume and light, esp in a face at small scale.
Edit trying to (clumsily) address these points:
Reduced palette from 18 to 11, then tried to give the face a more consistent light-source, as well as an ear ;)
