The mid to lower portion of this character is flawless, basically all of the gown.. Good job.

I know what you mean about the cheek line, it was a risk for me to add it but it was looking more realistic, though we "feel" it a lot like aging the character., on another hand, I wouldn't want her to look to smooth like I see in some CG where it looks artificial...

Look, I made a really quick edit, just to exemplify what I'll type.... Maybe it's not as smooth as yours, but I think she looks a bit younger (and lighter) now. I learnt in some cheap book that young female faces are a lot harder to draw, since you have to keep everything smooth and almost without marks. (In this case, I think you exaggerated in the "lines below the cheeks" [I don't know its name], and they gave her a wrinkled look.) The neck looks a bit old too, because of the same thing (the brighter lines are too contrasting to the rest.) Changing the hair isn't something necessary at all, but I think it would be an improvement. (Connor's tips are really useful imo.) I don't know what to say about the russian likeness beside the skin tone.
The clothes are beautiful, I like the colors and the concept very much. But I think there are too many unnecessary colors, or at least colors that you could have used to improve the AA or even the depth on the arms, for example. I see an anatomy issue with the hands too, but I'm terrible on drawing them, so no opinions. XD

If she doesn't look as russian as you'd like, it's probably got to do with the facial structure.

Since she's a beloved character, chances are high that I work on her again. After some time, my thought was that the lines on the neck were ... granny-like. So, maybe something like a small secondary highlight on the left and right ? That doesn't sound too hard to do !
I'll probably try these. And to somehow fix this skintone... she's supposed to be Russian : /

This is awesome to a very high degree of awesomeness! The wrinkles in the clothing... pretty much flawless IMO.
Perhaps defining the jawline a bit more would help her look younger (right now she has a rounder face), although that might mess up the character concept you're creating, so I dunno.
If you want to make her look younger try making the eyes more spaced and a tiny bit larger( a few pixels) and possibly bring the hair line down a little. You could also try making the head a bit larger.
I really like parts of the clothing. I also always struggle with female faces, they are just so hard to get right imho.
You should really research some more on hand anatomy and decide whether her left hand is in front of behind her cloth.
White backgrounds are cool as long as there's a reason, e.g. the exterior AA.
